In response to growing concerns about public safety in the face of terrorism, the UK Government has introduced the Terrorism (Protection of Premises) Act 2025, widely known as Martyn’s Law. Named in memory of Martyn Hett, one of the victims of the 2017 Manchester Arena attack, the legislation aims to ensure that public venues are better prepared to respond to terrorist threats.
Martyn’s Law received Royal Assent on 3 April 2025 and will be implemented over a two-year period. It applies across England, Wales, Scotland, and Northern Ireland, and introduces a tiered approach to security obligations based on venue capacity.
- Standard Tier: Premises expecting 200–799 people must adopt basic protective measures, such as staff training and procedural readiness. An important point to raise about this is that it includes schools and places of worship, regardless of capacity.
- Enhanced Tier: Venues expecting 800+ people must implement more robust security protocols, including terrorism risk assessments, designated compliance officers, and physical security measures like CCTV and bag checks.
A new regulatory body within the Security Industry Authority (SIA) will oversee compliance, with enforcement powers including fines and improvement notices.
