The framework will appoint just three delivery partners in each of four regional lots, covering a broad range of public sector construction projects across England.

Competition Will Be Fierce

This isn't a framework where simply meeting the minimum requirements is enough.

SCAPE will shortlist only five organisations per region following the Procurement Specific Questionnaire (PSQ). Those shortlisted will then compete through a full Invitation to Tender (ITT), with only three suppliers ultimately securing a place on each lot. 

That means every response needs to demonstrate not only compliance, but clear competitive advantage.

Technical Excellence Doesn't Automatically Win Tenders
