Background

Horizon Europe is the ninth European Research and Innovation Framework programme (2021-2027). In the wake of the COVID-19 pandemic, it is one of the key instruments of the European Union's efforts to steer and accelerate Europe’s recovery, preparedness and resilience. In the context of a new European Research Area for research and innovation, it aims to strengthen Europe's knowledge base through frontier research, spur breakthrough innovation and support the development and demonstration of innovative solutions, and help restore industrial leadership and open strategic autonomy.

The first Horizon Europe Strategic Plan (2021-2024) which sets out key strategic orientations for the support of research and innovation, was adopted on 15 March 2021.

Activity under Horizon Europe is primarily organised under three 'pillars':

  • Pillar I - Excellent Science
  • Pillar II - Global Challenges and European Industrial Competitiveness
  • Pillar III - Innovative Europe
As part of Pillar II, the EU has identified six clusters to help accelerate and steer Europe's digital and green transitions:

  • Cluster 1 - Health
  • Cluster 2 - Culture, Creativity and Inclusive Society
  • Cluster 3 - Civil Security for Society
  • Cluster 4 - Digital, Industry and Space
  • Cluster 5 - Climate, Energy and Mobility
  • Cluster 6 - Food, Bioeconomy, Natural Resources, Agriculture and Environment
This report covers research funding support available under Cluster 2 - Culture, Creativity and Inclusive Society.

Objectives of Fund

The aim of the Culture, Creativity and Inclusive Society cluster is to support sustainable innovation, job creation, improved working conditions and a European sense of belonging through a continuous engagement with society, citizens, social partners and economic sectors. It will assist in the transition to new forms of work, ensuring the social inclusiveness of such transformations and attracting, protecting and retaining a skilled workforce. It will also tap into the full potential of cultural heritage, arts and cultural and creative sectors and industries.

Research and innovation will support the access to common European heritage through new technologies, high quality digitisation and curation of digital heritage assets and by developing solutions for sustainable and inclusive cultural tourism in Europe. New, participatory management models, including for museums and cultural institutions will be developed and new technologies will be identified to increase the international competitiveness of Europe’s cultural production.

The total estimated budgets for 2023-24 are as follows:

  • 2023: €284.88 million
  • 2024: €260.15 million
Funding levels vary between individual calls for proposals.

Who Can Apply

Any legal entity may participate in an action provided that the conditions laid down in the Rules of Participation have been met as well as any conditions laid down in the relevant work programme or work plan.

Applicants must be established in:

  • A Member State of the European Union, including their outermost regions.
  • Overseas Countries and Territories (OCTs) linked to the Member States.
  • Non-EU countries associated to Horizon Europe.
Association to Horizon Europe is the closest form of cooperation with non-EU countries, which allows entities of associated countries to participate in programme actions on equal terms with entities of EU countries. It is offered not only to EU neighbouring countries, but also to any country in the world with a strong research and innovation capacity that share common values.

As of 1 January 2024, researchers and organisations in the UK will be able to participate in Horizon Europe on par with their counterparts in EU Member States and will have access to Horizon Europe funding. Association to Copernicus will enable the UK's contribution to a strategically important space programme with a state-of-the art capacity to monitor the Earth and to access its services.

The UK will also have access to services from the EU Space Surveillance and Tracking, a component of the EU Space Programme.
