The UK Government is opening the door to one of the largest public procurement frameworks in recent years — and it’s a major opportunity for businesses of all sizes in facilities management (FM) and security services. Crown Commercial Service (CCS) has now published the notice for RM6378: Facilities Management and Security Services, set to replace existing frameworks and reshape how public sector buyers source essential services across the UK.
What’s in the Framework?
This new framework — officially titled “2025/S 000-070492” — is intended to provide public bodies with streamlined access to a wide array of FM and security services, including:
- Total, Hard, and Soft Facilities Management
- Security Officer Services
- CCTV and Physical Security Systems
- Reception, Cleaning, Maintenance, Waste, and Groundskeeping
- Security Consultancy and Risk Assessment
The framework is structured across eleven distinct lots, segmented by contract value and service specialism — from <£2m contracts for SMEs to £15m+ opportunities for large-scale providers. The previous framework iteration was estimated to carry up to £120 billion in total value — making this one of the largest sourcing routes available for public sector work.
Why It Matters
Access to Scale — With SME-Friendly Entry Points
By designing separate lots for smaller value contracts, CCS is creating realistic access routes for SMEs, regional suppliers, and specialist operators. Businesses that have previously been locked out due to scale or complexity now have a clearer path to public sector contracts.
Social Value and Sustainability Built In
CCS is encouraging buyers to prioritise suppliers who can demonstrate strong commitments to social value, carbon reduction, and community impact. If you’ve invested in ESG, staff development or net-zero practices, this framework gives you a platform to shine.
Strategic Reshaping of Procurement Routes
RM6378 will replace both RM6232 and RM6257, bringing FM and security procurement under one roof. This streamlines routes to market and simplifies engagement — but it also means increased competition, so suppliers must bring their A-game.
Is Your Business Ready to Bid?
If you're in FM or security — whether that’s cleaning, maintenance, CCTV, or consultancy — this is a clear opportunity to scale through secure, long-term public sector contracts.
But public tenders are not just about service delivery — they’re about presentation, compliance, and compelling written responses. Most SMEs lose out not on capability, but on how they communicate their offer.
That’s where we come in.
